governments of these countries to submit her/its/their intents schnellstmöglich in the framework of the cohesion-fund . maybe the absence of a service , that you mentioned exactly and that gave it in the last commission , that devoted itself excluding the cohesion-fund , is to blame for it that no more concrete statements are available you . my second question is like follows: beside the cohesion-fund , there are the common förderkonzeptes , the structure-funds , that regional-program etc. from which countries did definitive intents be submitted you and you have already approved which programs of which countries? 1989 , the commission has submitted a new suggestion , that should offer more flexibility . i know to estimate the remarks of mr. bolkestein and is known to me , that one of the principles is in the contracts , that foreign businesses can pay no longer than domestic , however the general rules should find application for fair competition in europe also here. in cases of disproportionately high taxation , we should recall us the effect , that the competition-right can have in this situation , even if is valid broadly , that these issues of the responsibility of the member states are subject to . if you want to save fuel , then through depositing hereupon and not through other taxation-forms . i would like to reply mr. purvis , that the problem of the natural , regional disadvantages is probably matter of the singles-state governments , a part of her/its/their electorate lives in those remote regions and in outskirts however . mr. präsident! thanks , mrs. again , if we with the transposition the in march of submitted program one piece further has come . by the leadership , one adjudicated , that this issue is completed , and i accept this without reservations . my opinion , the parliament should stick to the at present current rules the best , because frequent is it - like another colleague already has said - namely not the appliances , that it in particular , that he/it has accepted the indication of the more general concept of the nutrition . finally , the politics cannot escape her/its/their responsibility . the most important task is however that this committee acquires itself the respect of other scientific committees , the trust of the public and the willingness of the governments in the member states , that to accept hit decisions from him/it . so , i see a food-authority for the future . we have the world-health-organization in geneva . i don't withhold either that i have voiced disagreement with the publication of the white paper with the authority . it is essential therefore to guarantee , that the european union owns the highest food-security-standards , however also the economic consequences must be analyzed this in the framework on unanimous consent of pushing base for the producers . the purview of the authority includes then: independent scientific research and advice , independent controls and inspections as well as an early-warning-system , but surely also coordination to the restoration of the trust . at this opportunity , i would like to assure the speakers , who have demanded a cautious solution in reference to the support of local specialties and traditional food-manufacture , that this topic is taken in the hygiene-rules into account . she/it will help the commission with it to submit a balanced suggestion , in which the position of the parliament and that of the many protagonists are taken in the area of the food-security most extensive into account . our parliament doesn't devote time to the topic anti-person-mines but this problem for the first time rather gave the rash for the signature of the agrees of ottawa beside others in political sense . i confirm my refusal of refugees of course . with the present speed of the evacuation , we would become - previously like here was said - much more than 100 years , in order to clean the earth of the anti-person-mines , back to this point later . however , such tests are necessary in much bigger scope . committees supervision-measures , including spot check-tests , are developed in order to prevent that bse reaches into the feed - and foodchains . in a situation , as we now experience her/it/them , one is always tried to hold lookout after a spell , after a solution , that removes on a hit as well as the risk , also as the trust restores . on monday , i will ask the member states whether they are afraid that weaknesses in the transposition of the controls in the last years , what would be a violation against the community-legislation , play a role with the bse-inzidenz elevated at present . both must be possible however , deals quickly and simultaneously serious remains . it is because of you to deliver
